Thank you for being our guest. Actually, each window has three (3) sets of curtains which include a decorative set which does not move, a set of sheers, and a blackout set of curtains. All 3 sets of curtains function in each room, but the decorative ones alone do not move as you mentioned. I do apologize if this caused you some concern during your stay.
