I stayed here twice during my trip to Japan and thankfully both experiences have been the same. The hotel staff is friendly and helpful, the rooms are clean and in comparison to the other hotels I stayed at, surprisingly spacious (especially considering the fact that it's Tokyo). This was something I didn't realise until my second stay at this hotel, though. Another thing I realised is that it's also a fairly quiet hotel, in that there is almost no noise coming from the street. It's a little rough around the edges in that it shows a little wear and tear in the hallways and rooms, but it's only minor. There's also a couple of supermarkets in the area, some with a better selection than others, that should cover your basic needs along with the restaurants. Public transport is about a two minute walk from the hotel, connecting to one of Tokyo's many subway lines.
