I apologize but what was failed to mention is that foreign banks can take up to 30 days for the credit availability to show in your account.

Unfortunately, when you book with a 3rd party they give you a price for room, tax and resort fees. you pay them the price of the room and tax. when you check in you pay the balance which is the resort fees.
